不对 没有is 这句话就不完整了，如果不加is,就要说the book on the desk is mine.
要加，否则没有动词，就是所谓的主系表，this book是主语，is是系动词，on the desk是表语，不加is就没有系动词，不是完整的句子。
如果不加 is 就应该是the book on the desk ,on the desk 成为the book 的修饰语，就不是一个句子里。而This book is on the desk.是一个句子on the desk 是句子的表语。个人觉得学英语要注意句子的成分，只要弄清楚什么词是修饰什么地方的就容易理解句子意思了。
